Reports to: IPSS Director

The Institute for Peace and Security Studies (IPSS) is seeking a highly qualified, experienced, and strategic professional to serve as Institutional Development Manager. Reporting to the IPSS Director, the successful candidate will lead institutional development initiatives that strengthen organizational effectiveness, sustainability, capacity, partnerships, and operational excellence. The position will play a key role in advancing IPSS’s mission as a leading African centre of excellence in peace, security, and governance research, policy engagement, training, and knowledge generation.

Key Responsibilities

  • Lead the development and implementation of institutional development strategies, plans, and initiatives aligned with IPSS’s strategic objectives;
  • Lead IPSS resource mobilization efforts through partnership development, proposal preparation, and donor engagement;
  • Support organizational effectiveness through the development and improvement of institutional systems, policies, procedures, and processes;
  • Coordinate institutional planning, performance monitoring, reporting, and organizational review processes;
  • Design and oversee organizational capacity-strengthening and staff development initiatives;
  • Conduct institutional assessments and recommend measures to enhance efficiency, effectiveness, and sustainability;
  • Foster collaboration and coordination across academic, research, programmatic, and administrative units;
  • Establish and maintain productive relationships with partners, donors, universities, government institutions, and other stakeholders;
  • Lead organizational learning, knowledge management, and continuous improvement initiatives;
  • Prepare institutional reports, strategic documents, and progress updates for management and stakeholders;
  • Supervise staff and consultants engaged in institutional development activities;
  • Perform other duties as assigned by the Director.

Required Qualifications and Experience

  • Master’s degree in Peace and Security Studies, International Relations, Governance, Organizational Development, Business Administration, Management, Public Administration, International Development or a related field;
  • A minimum of four (4) years of progressively responsible professional experience in institutional development, organizational development, strategic planning, capacity development, program management, or related areas;
  • Experience working in higher education institutions, research institutes, think tanks, development organizations, regional organizations, or international institutions is highly desirable.
  • Demonstrated experience in organizational strengthening, institutional capacity development, partnership management, and resource mobilization;
  • Proven experience in developing and implementing institutional strategies, policies, systems, and organizational improvement initiatives;
  • Strong evidence demonstrating capacity to conduct monitoring and evaluation (M&E) exercises.
  • Strong analytical, planning, problem, project management, and stakeholder engagement skills;
  • Excellent written and verbal communication skills in English;
