Reports to: IPSS Director

The Institute for Peace and Security Studies (IPSS) is seeking a qualified, dynamic, and experienced professional to serve as the Communications and Information Technology (CIT) Manager. The successful candidate will lead the Communications and Information Technology Department and provide strategic oversight of institutional communications, digital engagement, information technology services, and technological innovation in support of the Institute’s academic, research, and operational objectives.

Key Responsibilities

  • Lead and manage the Communications and Information Technology (CIT) Department;
  • Prepare departmental work plans, budgets, and performance reports;
  • Provide strategic oversight of the Institute’s information technology infrastructure, systems, networks, and user support services;
  • Develop and implement institutional communication, branding, and public engagement strategies;
  • Oversee media relations, public communications, and stakeholder engagement activities;
  • Manage the Institute’s website, social media platforms, and other digital communication channels;
  • Ensure the security, reliability, and effective utilization of information and communication technologies across the Institute;
  • Coordinate communication and technology support for conferences, events, research outputs, publications, and institutional initiatives;
  • Promote digital innovation and technology solutions that enhance organizational effectiveness;
  • Supervise departmental staff and coordinate external consultants and service providers as required;
  • Work closely with academic, research, and administrative units to ensure effective communication and technology support for institutional priorities.

Required Qualifications and Experience

  • Master’s degree in Communications, Information Technology, Information Systems, Computer Science, Journalism, Public Relations, International Relations, or a related field;
  • At least seven (7) years of progressively responsible professional experience in communications, information technology, digital engagement, or related fields, including managerial responsibilities;
  • Demonstrated experience in institutional communications and management of information technology services;
  • Excellent written and verbal communication skills in English; knowledge of additional languages is an advantage;
  • Strong knowledge of digital communication platforms, website management, information systems, and emerging technologies;
  • Proven ability to manage multiple priorities and deliver high-quality outputs under tight deadlines;
  • Experience working in academia, research institutions, think tanks, development organizations, or international organizations is desirable.
