In his play, The Life and Death of King John, William Shakespeare notes, ‘While I am a beggar, I will rail and say there is no sin but to be rich; and being rich, my virtue then shall be to say there is no vice but beggary’. The current levels of corruption, mismanagement of public institutions, including Uganda Telecommunication, and the struggle to win the youth’s votes are recent developments in the country.
