DESCRIPTION:Download: Concept Note(en) | Concept Note(fr) | Agenda(en) | Agenda(fr) \nTo Register – Click Here \nThe 10th edition of the Tana High-Level Forum on Security in Africa will take place in 2022  in Bahir Dar in hybrid format under the theme\, “Managing Security Threats: Building Resilience for the Africa We Want”. In line with this\, the secretariat holds the multi-stakeholders forum on a selected theme that resonates with the main forum to reach more constituencies across the continent and popularize the outcomes of the forum among wider constituencies. Hence\, the Tana Forum Secretariat in partnership with Oxfam will organize a regional multi stakeholders hybrid forum on the theme “The Impact of Peace and Security on Culture and Heritage Protection in Africa” to be held on 21 April 2022. This concept note is developed to guide this forum. \nCulture combines communal conduct and customs as well as language\, knowledge\, beliefs\, traditions\, arts\, customs\, capacities and habits. Heritage is the legacy of physical artifacts that are inherited from past generations\, maintained in the present and bestowed for the benefit of future generations. Heritage includes tangible culture (such as buildings\, monuments\, landscapes\, and natural heritage (including culturally significant landscapes\, and biodiversity). The deliberate act of keeping cultural heritage from the present for the future is known as Conservation (British English). Cultural heritage is often unique and irreplaceable\, which places the responsibility of preservation on the current generation. The critical\, non-renewable\, component of human civilization\, expressed through natural and cultural heritage\, should be preserved and protected by current and future generations.

When Prime Minister Abiy Ahmed came to power in April 2018\, Ethiopia and the rest of the countries of the Greater Horn of Africa saw a ray of hope that both Ethiopia and the region would address their chronic security challenges.  Abiy’s early reforms attempted to arrest Ethiopia’s many conflicts and to promote peaceful nation building and democratization.  He released political prisoners and expanded civil liberties\, including freedom of press and organization. He also invited the country’s mostly ethnic-based armed rebel groups to make peace with his government and pursue their political agenda through the political process. SUMMARY:NATIONAL STAKEHOLDERS WORKSHOP: Migration\, Urbanisation & Conflict in Africa Research Project
DESCRIPTION:The Migration\, Urbanisation and Conflict in Africa (MUCA) Research Project is supported by the African Research Universities Alliance (ARUA) and the UK Research and Innovation (UKRI). The project has been awarded approximately    £2 million for a period of three years (2021–2023). The general objective of the project is to explore the migration-urbanization-conflict nexus in nine African cities in Uganda\, Ethiopia and Nigeria. The cities covered by the research are: Kampala\, Kasese and Gulu in Uganda; Addis Ababa\, Hawassa and Jigjiga in Ethiopia; and Lagos\, Lokoja and Jos in Nigeria. \nThe National Stakeholders Workshop\, which will be conducted in Addis Ababa at the Institute for Peace and Security Studies\, Addis Ababa University\, will convene key stakeholders of the MUCA Research Project. The workshop participants\, inter alia\, will include representatives of governmental organisations\, non-governmental organisations and higher education and research institutions in Addis Ababa\, Hawassa and Jigjiga. \nThe workshop will serve as a platform to help participants form and deepen their understanding of the MUCA Research Project\, as well as facilitate relevant discussions in regards the project and address key questions. Moreover\, the workshop will facilitate the formation of focus groups for Addis Ababa\, Hawassa and Jigjiga\, which will help to address key research questions. Some of the questions that will be addressed will focus on urban conflicts\, drivers of urban conflict\, the integration of migrants into the social and economic activities of cities\, and more.

DESCRIPTION:Download – Concept Note \nThe UNESCO Harare and Nairobi Offices are organizing a African Regional Dialogue on “Positive Peace in Africa – The Environment We Need”\, in contribution to the 2021 Nanjing Peace Forum that is jointly hosted by the UNESCO Beijing Office\, the Chinese National Commission for UNESCO\, the Information Office of Jiangsu Provincial Government\, and the Nanjing Municipal Government. This annual event was first launched last year as part of a three-year MoU between UNESCO and the Nanjing Municipal Government to reiterate the significance of peace\, and to formalize a partnership to promote peace and understanding among people. The Forum is designed to seek ideas on how to reshape the world towards one marked by intercultural understanding\, tolerance\, solidarity\, social justice\, and inclusion. It is a periodic coming together\, underpinning a permanent process of strengthening dialogue and capacities for all relevant stakeholders towards building and sustaining peace. \n  \n

New technologies have made it possible to collect data in crime and conflict enhancing the efficiency of early warning and response. Peace operations can now be implemented in asymmetric threat environment and monitoring and observation can be performed more efficiently as a result of this advancement. Similarly\, they foster the peacebuilding efforts down to local level. In addition\, changes in technology have always impacted theatres of war and peace. With such advancement comes the engagement of new technologies such as drones and other modern forms of hybrid warfare that introduces their own set of new challenges. They also carry the potential for adverse effects like the danger posed by the militarization of emerging technologies\, especially if used in the context of terrorism. Moreover\, cell phones and the Internet in addition to enhancing civic participation and empowerment are increasingly being employed to facilitate conflicts by serving as channel of communication\, control public belief\, raise awareness on new warfare techniques\, documenting intelligence\, and taking on cyber-attacks by Violent extremists\, organized crime and gangs etc.

DESCRIPTION:Click here to download – Concept Note | Register Here \n In collaboration with GIZ\, the Kofi Annan International Peacekeeping Training Centre (KAIPTC) and the Institute for Peace and Security Studies (IPSS) will convene a workshop on “Emerging Dynamics in Peace Operations in Africa” on 7 September 2021 in Addis Ababa\, Ethiopia. The workshop will specifically engage emerging topics on Humanitarian\, Development and Peace (HDP) Nexus as well as Mental Health and Psychosocial Support in Peace Support Operations (MHPSS) in contexts of peace operations in Africa. The workshop aims to deepen the understanding of the HDP Nexus and MHPSS and the implemental role of national and regional actors. The workshop ensures further discussion of two baseline reports on the HDP Nexus as well as MHPSS in peace operations contexts in Africa. In line with these reports\, two tailor-made training curricula have been piloted at the KAIPTC including “Managing HDP Nexus in conflict and post-conflict settings in Africa” as well as the “Mental Health and Psychosocial Support in Peace Support Operations (MHPSS)”.

The challenges of drug trafficking has risen above all five regions of the continent where some are experiencing a rapid and disastrous decline. Besides engaging in illegal cultivation\, manufacture\, distribution and sale of prohibited substance\, drug trafficking fosters other forms of crime\, such as money laundering\, corruption etc. It is also employed to raise income necessary to acquire weapons either by corrupting government officials responsible for the enforcement of law\, the military or by misusing funds allocated to conflict resolution. This among others further set hurdles and lengthen the duration of armed conflicts making them more fatal. It is also an ideal source of money for terrorist groups\, sustaining crime\, criminal acts and deteriorating the rule of law. The continent is not only a major transit route in the international trade of controlled drugs but also major consumer and distributer. Coupled with the youth bulge and growing level of unemployment\, this scenario pauses further threats to security in Africa.

This is strongly correlated with significant\, tragic\, real-world events. \nDuring times of instability\, hate speech and misinformation contributed to violence and conflict\, for example in the June 2019 regional coup attempt in Amhara\, the clashes in Mota in December 2019\, and the violence in Oromia in October 2019 and June/July 2020. The conflict in Tigray that started in November 2020 gave rise to another wave of misinformation. Often this has resulted in internet shutdowns – sometimes limited in scope\, at other times cutting communications across Ethiopia.

Recognizing the importance of border governance in peace and security and following the OAU\, the African Union (AU) committed itself to a progressive border agenda. The African Union Border Programme (AUBP) was officially established in June 2007 by the Conference of Minister in charge of Border Issues and endorsed by the Executive Council during its 11th ordinary session held on 25-29 June 2007 in Accra (Ghana). This mechanism with a vision of “a united and integrated Africa with peaceful\, open and prosperous borders” focuses on preventing and resolving border-related disputes and promotes cross-border cooperation for Africa’s integration agenda both at regional and continental levels.

DESCRIPTION:Click here to download   Concept Note | Agenda \nVenue: Online via Zoom \nThe AfCFTA is a trade agreement between African Union (AU) member states\, aiming at creating a single continental market for goods and services as well as a customs union with free movement of capital and persons. The agreement was signed in Kigali in March 2018 by 44 member states and entered into force on 30 May 2019. Its operational phase supposed to begin in July 2019\, however\, due to the Covid-19 pandemic it is delayed until further notice. Once fully implemented\, it becomes the largest free-trade agreement in terms of participating countries since the establishment of the World Trade Organization (WTO). The agreement is seen critical for growth and job creation for Africa and its 1.27 billion people. The AfCFTA is an ambitious continental endeavor to boost intra-African trade. It has been launched under the auspices of the AU and is anchored in an international legal regime consisting of an overarching Agreement and (when completed) six additional Protocols. The Protocols contain additional annexes and schedules. These legal instruments constitute one integrated legal compact.

DESCRIPTION:Click here to download    Concept Note | Agenda \nVenue: Online via KUDO\, Register here \nEver since the late 1980s\, CSOs have emerged as key players in the effort to prevent\, mitigate and resolve conflicts in Africa. The pressure from the public witnessed on the continent occurring along with and partly in response to changes happening in other parts of the world subsequent to the end of Cold War leading to a significant opening up of the political space in many parts of the continent played a major role in this aspect. The AU’s foundational documents\, especially the Constitutive Act of the African Union (2001)\, the Protocol Relating to the Establishment of the Peace and Security Council (PSC) of the African Union (2002) and the Statutes of the Economic\, Social and Cultural Council (ECOSOCC)\, provide ample space for the meaningful participation by African civil society organizations in promoting peace\, security and stability in Africa. For instance\, the Protocol Establishing the Peace and Security Council and the associated rules of procedure of the PSC envisage a greater role of African civil society in supplementing its capacity in the field of conflict prevention. The Constitutive Act of the African Union (2001) argues for the participation of the African peoples in the activities of the Union and stresses on the importance of building a partnership between governments and all sectors of civil society and cultivate the culture of participation of the African peoples in the activities of the Union. The Protocol Establishing the Peace and Security Council of the African Union (2002) under article 20 also states that the Peace and Security Council should encourage all sectors of civil society organizations especially women’s organizations\, to take active roles in initiatives that are directed towards promoting peace\, security and stability in Africa. It further states that such organizations may also be invited to address the Peace and Security Council when required.

DESCRIPTION:Click Here to Download – Concept Note  |  Agenda \nVenue: Online via Google Meet\,  Click here to register \nArticle 17 of the African Youth Charter\, adopted by the 7th Ordinary Session of AU Assembly of Heads of States and Government held in Banjul\, The Gambia\, on 2 July 2006 recognizes the important role of the youth in promoting peace and security in Africa.  African youth play important role at national\, regional and Continental levels in contributing towards the promotion of peace\, security and stability\, as well as development in Africa\, within the framework of implementation of the AU Master Roadmap of Practical Steps to Silence the Guns in Africa by the Year 2020\, and Aspiration number 4 of Agenda 2063\, as well as UN Security Council resolutions 2250 (2015) and 2419 (2018). According to the United Nations\, 226 million youth aged 15-24 lived in Africa in 2015 which is nearly 20% of Africa’s population\, making up one fifth of the world’s youth population. Including the people aged below 35\, this number increases to a staggering three quarters of Africa’s population. Moreover\, the share of Africa’s youth in the world is forecasted to increase to 42% by 2030 and is expected to continue to grow throughout the remainder of the 21st century\, more than doubling from current levels by 2055. This population offers a powerful opportunity for fast-tracked economic growth and innovation and at the same time presents economic and social challenges\, as well as implications for peace and security. Current evidence tells the youth continue to constitute the core of combatants\, while also representing a significant number of those affected by armed conflicts\, violent extremism\, banditry\, violent protests and gender-based violence in Africa. The participation of young people in armed conflicts in Africa and elsewhere reflects a variety of unmet needs including socio-economic development and opportunities; good governance\, rule of law\, democracy\, and human rights; justice and reconciliation; and meaningful representation and participation in decision-making processes… Read more

The discussions during the Forum underscored the need for a continuous dialogue on governance\, sovereignty and compliance with jointly agreed rules in the context of the African Continental Free Trade Area (AfCFTA). African countries are facing the difficult task of re- defining state sovereignty in the context of an increasingly integrating continent. The AfCFTA will have a transformative impact on trade configurations\, but also on cultural identity and the social fabric of the continent. Moving ahead will require huge trade-offs from political leaders: they must think beyond short-term election cycles\, align continental objectives with their domestic agendas and abstain from populist\, nationalist or protectionist rhetoric.
