SUMMARY:Datafication as Theory and Method: Current and Future Challenges in a Global and Comparative Context
DESCRIPTION:Abstract\nThe growing digitalization of human lives and the exponential rise in digital data have significantly transformed how we understand cultural\, political\, and social phenomena globally. The concept of “datafication” has emerged as a theoretical framework to address these changes\, impacting societies and reshaping research methods in social sciences and humanities. Discussions on datafication\, and recently generative AI\, thus highlight a dual role this has for research: it is both seen as an object of academic study but also as a set of new tools and methodologies for producing knowledge from new data sources. This pubic seminar addresses this dual nature of datafication and how it potentially affects social sciences and humanities research in distinctly global and comparative contexts. Through examples from over 10 years of research on comparative contexts globally\, and in East Africa and Ethiopia in particular\, it reflects on the complex relationship between methods\, theory and contextual interpretation necessary to understand the significance of emerging forms of digital politics globally in contemporary data-driven environments. \nBio \nDr. Matti Pohjonen’s research revolves around developing critical research approaches and methodologies to understand digital politics and cultures in especially comparative global media contexts. This has included work on blogging cultures in India\, developing new research methods using interactive radio and SMS for researching hard-to-reach populations in East Africa\, research on online hate speech in Ethiopia\, and exploring the use of AI in social sciences and humanities research. He currently works as a Senior Researcher for the Helsinki Institute for Social Sciences and Humanities (HSSH)\, University of Helsinki\, leading methodological development on the use of internet and social media data\, including debates on generative AI and LLMs. He previously worked as a researcher for University of Oxford\, the VOX-Pol network of excellence and as a Lecturer in Global Digital Culture at the School of Oriental and African Studies (SOAS). He has published extensively on topics related to global digital communication for journals such as International Journal of Communication\, Popular Communication\, Social Media + Society and Big Data & Society.

SUMMARY:Social Media Users' Online Behavior with regard to the Circulation of Hate Speech
DESCRIPTION:The African Leadership Centre (ALC) and the Institute for Peace and Security Studies (IPSS)\, Addis Ababa University\, and all partners are pleased to invite you to our second NCIRI seminar series event titled “Social Media Users’ Online Behavior with Regard to the Circulation of Hate Speech”\, which will be held on Tuesday\, 05 November 2024\, from 11:00 GMT/12:00 WAT/13:00 Ethiopia Time. \nThe Nurturing Capacities for Interdisciplinary Research and Impact (NCIRI) Seminar Series is a new initiative from the ARUA-Guild Cluster of Research Excellence (CoRE) on Interdisciplinary Peace. \nAbstract \nOnline hate speech is ripping Ethiopian society apart and threatening the values of democracy\, human dignity\, and peaceful coexistence. The current study argues that understanding people’s responses to hateful posts helps combat hate speech online. Therefore\, this study aims to comprehend the roles social media users play in responding to online hate speech. To this end\, 14 hate speech posts\, each with more than 1\,000 comments\, were collected from the public space of four purposefully selected YouTube news channels and four Facebook accounts\, which were considered as hot spots for the circulation of hate speech during the data collection period. Then\, 100 random comments were collected from each hate speech post using “exportcomment.com”\, which automatically extracts comments from social media posts in excel format. After extracting a total of 1\,400 random comments\, 460 of them were removed because they were found irrelevant and unclear to be coded and analyzed. Then\, inductive coding was employed to identify\, refine\, and name codes and themes that describe the main roles played by social media users in reacting to the hate speeches. The findings showed five major roles social media users play in responding to hateful content: trolling\, peace-making\, informing\, and guarding. DESCRIPTION:Download: Concept Note \nThe Tana High-Level Forum on Security in Africa is an independent initiative of the Institute for Peace and Security Studies (IPSS)\, Addis Ababa University\, the African Union (AU)\, and eminent African personalities. The Forum is a response to the Tripoli Declaration of August 2009 that calls for “African-centered solutions” and designates peace and security as a collective “intellectual challenge”. The Tana High-Level Forum on Security in Africa\, also known as the Tana Forum\, brings together African leaders\, personalities\, and stakeholders to engage and explore African-led security solutions. The centerpiece of the Tana experience is the baobab tree which\, through its symbolism of dialogue\, invites participants to sit down in a spirit of commonality and moral duty toward finding solutions for peace and security in the continent. The Forum is a platform for formal meetings between African heads of state and governments by assembling them in an informal and collaborative environment. In this regard\, the 11th Tana Forum will be held in October 2024 at Bahir Dar on the theme “Africa in an Evolving Global Order”.

DESCRIPTION:Summary \nA comprehensive historical\, geographic\, and thematic analysis of the multidimensional and dynamic migration experience of Ethiopians within and beyond Africa. \nEthiopia is one of the largest African sources of transnational migrants\, with an estimated two to three million Ethiopians living outside of the home country. This edited collection provides a critical examination of the temporal\, spatial\, and thematic dimensions of Ethiopian migration\, mapping out its scale\, scope\, and destinations. The thirteen essays here (plus an introduction and conclusion by the volume’s editors) offer a discussion of the state of knowledge and current debates on the diaspora and suggest alternative frameworks for interrogating and understanding the Ethiopian migration and diasporic experiences. Key time periods and literature’s are identified to study Ethiopian transnational migration\, moving from a survey of patterns in pre-twentieth-century Ethiopia and on to changing trajectories in the imperial period and under succeeding post revolutionary regimes. \nGeographically\, the contour of the Ethiopian diaspora is outlined\, identifying key destinations and patterns of return. In particular\, the volume seeks to correct the traditional tendency to conflate the Ethiopian diaspora with North America and Europe by including areas that have long been marginalized\, such as inter-Africa\, Asia\, and the Middle East. The objective is not to construct a simple cartography of migration but a critical analysis of national and global issues\, policies\, trends\, and processes that shape the roots and routes of the migration dynamic. DESCRIPTION:The Institute for Peace and Security Studies (IPSS) will host a Forum launching the Horn of Africa Bulletin’s (HAB) 2023 Edition on “Exploring Climate\, Peace\, and Security” jointly with Life and Peace Institute (LPI). The Forum will be held on 21 November 2023 at IPSS New Conference Hall from 02.00 p.m.-04.00 p.m. The Forum is expected to bring together 35-40 representatives from the African Union\, RECs\, United Nations Agencies\, AU ambassadors\, think tanks\, NGO practitioners\, and community-based organizations. The two-hour session will delve into the climate-security nexus in the Horn of Africa. It will also explore the synergies between peacebuilders and insurance agents\, shedding light on lessons learned from the promotion of livelihood safety mechanisms and climate resilience in Isiolo\, Kenya. Additionally\, the session will provide insights from IGAD’s climate adaptation and resilience strategies and assess the AU’s leadership in global climate governance\, focusing on expectations of COP 28 and what lies beyond.

In line with this\, it has collaborated with the Institute for Economics and Peace to launch the 2023 version of its Global Peace Index. This concept note is developed to guide this launch. . \nBackground\nThe Global Peace Index (GPI) is an annual report that provides a comprehensive analysis of the state of peace in countries and regions around the world. The GPI measures the level of peace based on a range of indicators\, including levels of violence\, political instability\, and military spending. \nThe Global Peace Index (GPI) is the world’s leading measure of global peacefulness. It is the flagship annual report produced by the Institute for Economics and Peace (IEP) which ranks 163 independent states and territories according to their relative levels of peacefulness. The report presents the most comprehensive data-driven trends analysis to date on peace\, the economic value of peace\, and how to develop peaceful societies. Like previous editions\, the 2023 GPI is an authoritative\, editorially independent\, and evidence-based annual ranking of 163 of the world’s countries according to their relative levels of peace. The report also provides high-level analysis and insight incorporating the factors affecting the world’s peacefulness and that have a bearing on peace in the future. The GPI covers 99.7 per cent of the world’s population\, using 23 qualitative and quantitative indicators\, and measures the state of peace. In addition to presenting the findings from the 2023 GPI\, the GPI includes analysis of trends in Positive Peace i.e. the attitudes\, institutions\, and structures that create and sustain peaceful societies.

AMISOM was a central pillar in political and security stabilization efforts in Somalia for over a decade and a half. DESCRIPTION:Download:  Concept Note | To Register:  Click Here \n(In-person participation is by invitation only) \nThe Institute for Peace and Security Studies and the College of Social Sciences\, Addis Ababa University\, in collaboration with Makerere Institute of Social Research\, Makerere University\, Uganda\, are organizing a two days conference on the theme  “Current Ethiopian Crisis: Inquiries into Fundaments”. The conference focuses on the historical roots of the war that has been going on in northern Ethiopia and the widespread ethnic-based violence throughout the country since 2018. This crisis and a good deal of the conversations about it are in some ways based on and continuations of what have been going on in the country since\, it is conceived\, the adoption of ethnic federalism in the mid-1990s. Three major limitations seem to inform these conversations: (i) spatio-temporal confinement\, (ii) dichotomous theorizing and practice\, and (iii) the spell of finding solutions. \nWorking in narrow spatio-temporal vistas\, a great majority of the reflections on the current situation would tend to caricature it. In terms of time framework\, the fact that the majority of the analyses go back only as far as the 1990s is problematic since the roots of the problem could be traced to many decades before the 1974-Revolution. As a matter of course\, the spatial aspect cannot be separated from the temporal and hence the conceptual strains that would follow from singling out the Ethiopian political geography. The conference is assumed to engage the debate between those who see peculiarity of the Ethiopian situation vis-à-vis those that explain it in terms of the coloniality/modernity scheme.

In the last year\, the AU has operationalized an institutional reform which has seen a merger of the former Peace and Security and Political Affairs (PSD\, DPA) departments into the new Political Affairs\, Peace and Security (PAPS) department. The PAPS’ mandate aims to contribute to the efforts of Member States and Regional Economic Communities and Mechanisms (RECs/RMs) towards the prevention\, resolution and management of conflict and disruptive crises. RECs/RMs which are pillars of the African Economic Community\, and originally established to foster economic integration in their regions\, also have the mandate to promote peace and security on the continent.

SUMMARY:Strategic Planning Civil Society Engagements with the African Union (RECS/RMs\,  Special Envoys\, High Representatives and AU Liaison Offices)
DESCRIPTION:Download: Concept Note \nOver the last 20 years the African Union (AU) has established itself as the principal continental policy maker on governance\, peace\, and security. In the last year\, the AU has operationalized an institutional reform which has seen a merger of the former Peace and Security and Political Affairs (PSD\, DPA) departments into the new Political Affairs\, Peace and Security (PAPS) department. The PAPS’ mandate aims to contribute to the efforts of Member States and Regional Economic Communities and Mechanisms (RECs/RMs) towards the prevention\, resolution and management of conflict and disruptive crises. RECs/RMs which are pillars of the African Economic Community\, and originally established to foster economic integration in their regions\, also have the mandate to promote peace and security on the continent.

SUMMARY:Post-Tana Regional Multi-Stakeholders Forum: Enhancing Regional Responses to Political Transitions
DESCRIPTION:Download: Concept Note \nThe 10th edition of the Tana High-Level Forum on Security in Africa was held from 14-16th October 2022\, in Bahir Dar\, Ethiopia\, under the theme\, “Managing Security Threats: Building Resilience for the Africa We Want”. In line with the tradition of the Tana Forum\, the Secretariat is mandated to organize multi-stakeholders forum on selected themes with the aim of forging and deepening conversation on topical issues and outcomes. It is against this backdrop that the next Post-Tana Forum will be organized from 28-29 March\, in Abuja\, Nigeria in partnership with Humanity United and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). This Post-Tana Forum is on the theme “Enhancing Regional Responses to Political Transitions”. This post-forum which will also be organized almost at the same time as the Second Summit for Democracy (29-30 March) presents a great opportunity to influence the conversations of the Summit. The United States will co-host this Summit with the governments of Costa Rica\, the Netherlands\, Republic of Korea\, and Republic of Zambia. The Second Summit for Democracy will bring together world leaders in a virtual\, plenary format\, followed by gatherings in each of the co-hosted countries with representatives from government\, civil society\, and the private sector. This concept note is developed to serve as a guide to participants converging in Abuja\, Nigeria’s Federal Capital and the ECOWAS capital to deliberate upon and propose innovative ways to advance and strengthen regional responses to political transitions\, especially military coups and other forms of Unconstitutional Change of Government (UCG).
