This systemic looting\, which involves a deep-rooted collusion between African elites\, multinational corporations\, financial institutions\, and offshore centers\, fundamentally hinders domestic resource mobilization\, undermines social services\, erodes governance\, and is considered the single most significant deterrent to Africa’s fiscal self-determination and peacebuilding potential. The text emphasizes that the struggle against IFFs must be moved to the center of international economic governance discussions as “the elephant in the room” because the recovery of these illicitly exported resources is critical for realizing Africa’s Agenda 2063 ambitions\, ensuring inclusive development\, and countering cycles of poverty\, grievance\, and instability.

SUMMARY:Challenges to Political Transitions and Strategies for Regional Peace and Stability in the Horn of Africa
DESCRIPTION:The Horn of Africa is composed of countries including Ethiopia\, Somalia\, Sudan\, South Sudan\, Eritrea\, and Djibouti. These countries continue to face complex political transitions influenced by historical grievances\, governance deficits\, protracted conflicts\, and socio-economic fragility. Despite occasional opportunities for democratisation\, political transitions in the region are frequently interrupted by authoritarian resurgence\, the militarisation of politics\, factionalism\, external interventions\, and communal violence. The African Union’s flagship initiative\, Silencing the Guns\, underscores the imperative to prevent violent conflicts\, promote constitutional governance\, and secure sustainable peace under the African Union (AU) Africa Peace and Security Architecture (APSA) and Africa Governance Architecture (AGA). Yet\, the Horn of Africa remains one of the most volatile sub-regions on the continent\, where guns are far from silenced and transitions frequently regress into renewed violence or fragile political settlements. We explore the key challenges undermining political transitions in the Horn and propose for discussion strategic pathways for regional peace and stability\, aligning with the AU’s Silencing the Guns objectives and Agenda 2063 vision.

SUMMARY:The Rise of China as a Global Power and Its Relations with Africa
DESCRIPTION:Abstract \nThe rise of China as a global power has sparked considerable debate\, with some scholars suggesting it will lead to conflict. However\, he argues that the emerging world order should be seen as a transition between a “world re-order” and a “new world order”. The former implies that the current order is adapting to accommodate a rising power\, while the latter suggests that both existing and emerging powers will negotiate new terms of relationship\, leading to a redefined world order. This public seminar will examine China’s role in global governance\, hegemony\, and world order by exploring three critical periods in its rise: (a) the era of China’s hostility and rejection of the post-war world order\, (b) the era of acceptance and China’s integration into the world order\, and (c) the current period of leadership and contribution. Additionally\, this discussion will explore China-Africa relations\, arguing that\, beyond the rhetoric of “South-South cooperation” and solidarity\, China’s strategic policy towards Africa is focused on creating both dependence and interdependence\, ultimately aiming to align the continent with its global ambitions. \nBio.\n\n\n\n\nProf. Aaron Tesfaye is an Emeritus Professor in the Department of Political Science at William Paterson University in Wayne\, NJ. He holds a BA and MPA from California State University\, Fresno\, and a PhD from the Center for Politics and Economics at Claremont Graduate University\, Claremont\, CA. \nHe is the author of several books and numerous scholarly articles. His publications include China in Ethiopia: The Long-Term Perspective (2020)\, State and Economic Development in Africa: The Case of Ethiopia (2017)\, The Political Economy of the Nile Basin Regime in the Twentieth Century (2009)\, and Political Power and Ethnic Federalism: The Struggle for Democracy in Ethiopia (2002). SUMMARY:Stories from South Omo: Performing Culture and the Role of Anthropologist as Mediator
DESCRIPTION:Abstract \n‘Tiranya ko Koisani – a play performed at the National Theatre in Addis Ababa in June 2022 – is a story of love and war in the far south of Ethiopia. The play was the first to be written and acted by Mursi people who\, six months previously\, had no prior knowledge of theatre. This paper will follow the journey to the National Theatre of the South Omo Theatre Company – a partnership including Mursi agro-pastoralists turned playwrights and actors\, theatre directors\, anthropologists\, and filmmakers from four continents. In recounting this tale\, we venture backstage to spotlight the multiple forms of brokerage\, translation and exchange that facilitate cross-cultural communication. Reviewing the historical role of anthropology in presenting stories from South Omo\, the paper goes on to suggest new possibilities for creative collaboration in development and participatory knowledge sharing. \n  \nBio\nDr. Richard Axelby began his academic career with PhD research on agro-pastoralists in the Indian Himalayas (2005). Since that time he has written multiple articles for academic journals and is the co-author with Dr Savithri Preetha Nair of ‘Science and the Changing Environment in India 1780-1920’ (British Library Publications\, 2010)\, with Professor Emma Crewe of Anthropology and Development: Culture\, Morality and Politics in a Globalised World (CUP\, 2013) and of Ground Down by Growth: Tribe\, Caste\, Class and Inequality in 21st Century India (Pluto Press\, 2018) with Alpa Shah\, Jens Lerche et al. Richard is employed as a Senior Research Fellow in the Department of Anthropology and Sociology at SOAS University of London and is a founder member of the Global Research Network on Parliaments and People. Since 2018 Richard has been working on a series of creative collaborations with members of the Mursi agro-pastoralist community in Southern Ethiopia.

SUMMARY:Datafication as Theory and Method: Current and Future Challenges in a Global and Comparative Context
DESCRIPTION:Abstract\nThe growing digitalization of human lives and the exponential rise in digital data have significantly transformed how we understand cultural\, political\, and social phenomena globally. The concept of “datafication” has emerged as a theoretical framework to address these changes\, impacting societies and reshaping research methods in social sciences and humanities. Discussions on datafication\, and recently generative AI\, thus highlight a dual role this has for research: it is both seen as an object of academic study but also as a set of new tools and methodologies for producing knowledge from new data sources. This pubic seminar addresses this dual nature of datafication and how it potentially affects social sciences and humanities research in distinctly global and comparative contexts. Through examples from over 10 years of research on comparative contexts globally\, and in East Africa and Ethiopia in particular\, it reflects on the complex relationship between methods\, theory and contextual interpretation necessary to understand the significance of emerging forms of digital politics globally in contemporary data-driven environments. \nBio \nDr. Matti Pohjonen’s research revolves around developing critical research approaches and methodologies to understand digital politics and cultures in especially comparative global media contexts. This has included work on blogging cultures in India\, developing new research methods using interactive radio and SMS for researching hard-to-reach populations in East Africa\, research on online hate speech in Ethiopia\, and exploring the use of AI in social sciences and humanities research. He currently works as a Senior Researcher for the Helsinki Institute for Social Sciences and Humanities (HSSH)\, University of Helsinki\, leading methodological development on the use of internet and social media data\, including debates on generative AI and LLMs. He previously worked as a researcher for University of Oxford\, the VOX-Pol network of excellence and as a Lecturer in Global Digital Culture at the School of Oriental and African Studies (SOAS). He has published extensively on topics related to global digital communication for journals such as International Journal of Communication\, Popular Communication\, Social Media + Society and Big Data & Society.

DESCRIPTION:The African Leadership Centre (ALC) and the Institute for Peace and Security Studies (IPSS)\, Addis Ababa University\, and all partners are pleased to invite you to our second NCIRI seminar series event titled “Social Media Users’ Online Behavior with Regard to the Circulation of Hate Speech”\, which will be held on Tuesday\, 05 November 2024\, from 11:00 GMT/12:00 WAT/13:00 Ethiopia Time. \nThe Nurturing Capacities for Interdisciplinary Research and Impact (NCIRI) Seminar Series is a new initiative from the ARUA-Guild Cluster of Research Excellence (CoRE) on Interdisciplinary Peace. \nAbstract \nOnline hate speech is ripping Ethiopian society apart and threatening the values of democracy\, human dignity\, and peaceful coexistence. The current study argues that understanding people’s responses to hateful posts helps combat hate speech online. Therefore\, this study aims to comprehend the roles social media users play in responding to online hate speech. To this end\, 14 hate speech posts\, each with more than 1\,000 comments\, were collected from the public space of four purposefully selected YouTube news channels and four Facebook accounts\, which were considered as hot spots for the circulation of hate speech during the data collection period. Then\, 100 random comments were collected from each hate speech post using “exportcomment.com”\, which automatically extracts comments from social media posts in excel format. After extracting a total of 1\,400 random comments\, 460 of them were removed because they were found irrelevant and unclear to be coded and analyzed. Then\, inductive coding was employed to identify\, refine\, and name codes and themes that describe the main roles played by social media users in reacting to the hate speeches. The findings showed five major roles social media users play in responding to hateful content: trolling\, peace-making\, informing\, and guarding. DESCRIPTION:Download: Concept Note \nThe Tana High-Level Forum on Security in Africa is an independent initiative of the Institute for Peace and Security Studies (IPSS)\, Addis Ababa University\, the African Union (AU)\, and eminent African personalities. The Forum is a response to the Tripoli Declaration of August 2009 that calls for “African-centered solutions” and designates peace and security as a collective “intellectual challenge”. The Tana High-Level Forum on Security in Africa\, also known as the Tana Forum\, brings together African leaders\, personalities\, and stakeholders to engage and explore African-led security solutions. The centerpiece of the Tana experience is the baobab tree which\, through its symbolism of dialogue\, invites participants to sit down in a spirit of commonality and moral duty toward finding solutions for peace and security in the continent. The Forum is a platform for formal meetings between African heads of state and governments by assembling them in an informal and collaborative environment. In this regard\, the 11th Tana Forum will be held in October 2024 at Bahir Dar on the theme “Africa in an Evolving Global Order”.

DESCRIPTION:Summary \nA comprehensive historical\, geographic\, and thematic analysis of the multidimensional and dynamic migration experience of Ethiopians within and beyond Africa. \nEthiopia is one of the largest African sources of transnational migrants\, with an estimated two to three million Ethiopians living outside of the home country. This edited collection provides a critical examination of the temporal\, spatial\, and thematic dimensions of Ethiopian migration\, mapping out its scale\, scope\, and destinations. The thirteen essays here (plus an introduction and conclusion by the volume’s editors) offer a discussion of the state of knowledge and current debates on the diaspora and suggest alternative frameworks for interrogating and understanding the Ethiopian migration and diasporic experiences. Key time periods and literature’s are identified to study Ethiopian transnational migration\, moving from a survey of patterns in pre-twentieth-century Ethiopia and on to changing trajectories in the imperial period and under succeeding post revolutionary regimes. \nGeographically\, the contour of the Ethiopian diaspora is outlined\, identifying key destinations and patterns of return. In particular\, the volume seeks to correct the traditional tendency to conflate the Ethiopian diaspora with North America and Europe by including areas that have long been marginalized\, such as inter-Africa\, Asia\, and the Middle East. The objective is not to construct a simple cartography of migration but a critical analysis of national and global issues\, policies\, trends\, and processes that shape the roots and routes of the migration dynamic. SUMMARY:Between challenges and responses: how is the AU faring?
DESCRIPTION:Register:  to attend online  |  to attend in person\n\n\nIn 2023\, Africa faced many security and governance challenges. Protracted conflicts continued incountries like the Democratic Republic of the Congo and Sudan\, military takeovers destabilised parts of West and Central Africa\, and violent extremism gathered pace across the continent. With nearly 20 elections planned in 2024\, democracy and governance will be put to the test.\n\nHow is the African Union (AU) faring amid these challenges\, and will it utilise its 37th summit in February to deliver a more robust response than in previous years? SUMMARY:Forum Launching the 2023 Edition of the Horn of Africa Bulletin
DESCRIPTION:The Institute for Peace and Security Studies (IPSS) will host a Forum launching the Horn of Africa Bulletin’s (HAB) 2023 Edition on “Exploring Climate\, Peace\, and Security” jointly with Life and Peace Institute (LPI). The Forum will be held on 21 November 2023 at IPSS New Conference Hall from 02.00 p.m.-04.00 p.m. The Forum is expected to bring together 35-40 representatives from the African Union\, RECs\, United Nations Agencies\, AU ambassadors\, think tanks\, NGO practitioners\, and community-based organizations. The two-hour session will delve into the climate-security nexus in the Horn of Africa. It will also explore the synergies between peacebuilders and insurance agents\, shedding light on lessons learned from the promotion of livelihood safety mechanisms and climate resilience in Isiolo\, Kenya. Additionally\, the session will provide insights from IGAD’s climate adaptation and resilience strategies and assess the AU’s leadership in global climate governance\, focusing on expectations of COP 28 and what lies beyond.

DESCRIPTION:Download: Concept Note | Zoom link \nCo-organised by the Pan-African Strategic and Policy Research Group (PANAFSTRAG)\, Institute for Pan-African Thought and Conversation (IPATC)\, Institute for Global Dialogue (IGD)\, Institute of African Studies (IAS) at the Carleton University\, and Institute for Peace and Security Studies (IPSS). \nThe Group of 20 (G20)\, established in 1999\, is an international cum inter-governmental organisation\, with the objective of bringing together the most important developed and emerging economies in the world. The G20 is a similar organization to the G7\, comprising seven members of the most advanced economies in the world. Their decisions and actions influence the political\, economic\, and socio-cultural life of every member of the global village. No African country is a member of the G7. While the Russian Federation was invited in 2014 to the organisation\, it left in 2017.
