SUMMARY:Between challenges and responses: how is the AU faring?
DESCRIPTION:Register:  to attend online  |  to attend in person\n\n\nIn 2023\, Africa faced many security and governance challenges. Protracted conflicts continued incountries like the Democratic Republic of the Congo and Sudan\, military takeovers destabilised parts of West and Central Africa\, and violent extremism gathered pace across the continent. With nearly 20 elections planned in 2024\, democracy and governance will be put to the test.\n\nHow is the African Union (AU) faring amid these challenges\, and will it utilise its 37th summit in February to deliver a more robust response than in previous years? DESCRIPTION:Download: Concept Note \nOver the last 20 years the African Union (AU) has established itself as the principal continental policy maker on governance\, peace\, and security. In the last year\, the AU has operationalized an institutional reform which has seen a merger of the former Peace and Security and Political Affairs (PSD\, DPA) departments into the new Political Affairs\, Peace and Security (PAPS) department. The PAPS’ mandate aims to contribute to the efforts of Member States and Regional Economic Communities and Mechanisms (RECs/RMs) towards the prevention\, resolution and management of conflict and disruptive crises. RECs/RMs which are pillars of the African Economic Community\, and originally established to foster economic integration in their regions\, also have the mandate to promote peace and security on the continent.

DESCRIPTION:Download: Concept Note \nGlobal competition for spheres of influence\, technological supremacy\, and raw materials is heating up. States increasingly use their economic power to shape the global order according to their national interests without due diligence to how these actions impact others. Increasing tensions between USA and China\, the Russian war in Ukraine\, and regional instability in the Sahel are but a few examples. With their abundant natural resources and markets\, emerging space for innovation and creativity\, African countries are rapidly gaining strategic importance. Due to their limited hard-power profiles\, they so far could hardly challenge the ambitions of global powers. Simultaneously\, institutions and norms of the liberal world order continue to reflect the views of those who wield the most power. The renewed global competition offers a unique opportunity to redefine African states’ global partnerships. It evokes and reinforces the need to seek avenues that engender democratic norms and values even in a context of diverse interests.

DESCRIPTION:Click here to download   Concept Note | Agenda \nVenue: Online via Zoom \nThe AfCFTA is a trade agreement between African Union (AU) member states\, aiming at creating a single continental market for goods and services as well as a customs union with free movement of capital and persons. The agreement was signed in Kigali in March 2018 by 44 member states and entered into force on 30 May 2019. Its operational phase supposed to begin in July 2019\, however\, due to the Covid-19 pandemic it is delayed until further notice. Once fully implemented\, it becomes the largest free-trade agreement in terms of participating countries since the establishment of the World Trade Organization (WTO). The agreement is seen critical for growth and job creation for Africa and its 1.27 billion people. The AfCFTA is an ambitious continental endeavor to boost intra-African trade. It has been launched under the auspices of the AU and is anchored in an international legal regime consisting of an overarching Agreement and (when completed) six additional Protocols. The Protocols contain additional annexes and schedules. These legal instruments constitute one integrated legal compact.

A new AU Commission with recently elected leaders is expected to take over. This coincides with a change in the rotating chair of the AU as the Democratic Republic of the Congo (DRC) replaces South Africa for 2021. \nThis seminar considers the AU’s priorities in 2021 and whether the restructuring of the AU Commission can enable more effective responses to Africa’s challenges.
