When Prime Minister Abiy Ahmed came to power in April 2018\, Ethiopia and the rest of the countries of the Greater Horn of Africa saw a ray of hope that both Ethiopia and the region would address their chronic security challenges.  Abiy’s early reforms attempted to arrest Ethiopia’s many conflicts and to promote peaceful nation building and democratization.  He released political prisoners and expanded civil liberties\, including freedom of press and organization. He also invited the country’s mostly ethnic-based armed rebel groups to make peace with his government and pursue their political agenda through the political process.
